The Division of Developmental Disabilities, New Jersey Department of Human Services, is the lead provider of community services and programs for people with developmental disabilities. The division offers work, education and day programs, case management, clinical services, family support and housing.

Community Care Residences are provided when available for people with developmental disabilities who do not live with their families. Residences are screened, funded, licensed and monitored by the division. Skill Development Homes enable a person needing ongoing supervision to live with a care provider, who provides a specific training program to meet personal care, social behavior and health needs. Family Care Homes provide room, board and supervision. Group Homes are family-style households shared by six to eight adults who receive guidance and personalized training from full-time staff. Supervised Apartments are monitored by staff who visit daily and often live in the complex. Supportive Living places individuals in apartments without supervision on site, but offers needed services and on-call assistance. Independent Apartments provide monthly monitoring and 24-hour access to emergency assistance.

Family Support

The Division of Developmental Disabilities contracts with private
agencies to provide in-home respite care and other services for families that have someone with a developmental disability at home. Application for services is made through DDD's Regional Offices. As a matter of policy, the State of New Jersey recognizes that the greatest resource for people with developmental disabilities are their families, and that families need to be supported in caring for a loved one with a developmental disability. The Family Support Act of 1993 essentially paved the way for families to identify what they need, and authorized the use of vouchers or stipend programs to help families pay for services. The legislation calls for the creation of regional councils, composed of family members, to determine the types and amounts of family support services needed in their region.
Although the Family Support Act calls for a change in the system of family support, it does not appropriate funds for new programs. The system change will require a new way of delivering services that are defined, selected and monitored by families.
As established by the Act, a Family Support Coordinator has primary responsibility for organizing and developing the Regional Councils. At press time, an advisory council was working to implement the requirements of the legislation.

Division of Housing

The Division of Housing, New Jersey Department of Community Affairs, contains Elements that administer rental assistance, moderate rehabilitation of housing, relocation assistance, a family self-sufficiency program, emergency shelter grants and homelessness prevention PG programs. The division assists local groups to sponsor low- and moderate-income housing through programs that preserve, rehabilitate and expand the housing supply for low- and moderate-income families. The division also provides administrative grants to nonprofit organizations that are involved in the production of affordable housing. In addition, the division runs a fellowship program through which graduate students in architecture and engineering work with nonprofit housing agencies.

Personal Assistance

The Personal Assistance Services Program, administered by the Division of Youth and Family Services, New Jersey Department of Human Services, provides assistance with daily living to people with physical disabilities in the community. Personal attendants provide nonmedical assistance, such as bathing, dressing, wheelchair transfer, meal preparation, shopping, laundry, household management and transportation. New Jerseyans with physical disabilities, ages 18 to 65, can apply for the PAS Program through their county's Office for the Disabled.

Independent Living Centers, funded through the Division of Vocational Rehabilitation Services, are community-based, consumer-driven organizations that provide information and referral, peer counseling, skills training, advocacy and a variety of services based on individual needs.

Transportation

New Jersey Transit provides commuter services through more than 150 bus routes and 11 rail lines in New Jersey and into New York and Pennsylvania. Lift-equipped and kneeling buses, as well as accessible rail stations, are important elements of New Jersey Transit's services to people with disabilities. Check bus timetables for trips marked "W" to denote lift-equipped buses. Provide at least 24-hour advance notice to schedule a lift-equipped bus on a commuterline.
New Jersey Transit also provides a reduce fare program for senior citizens and people with disabilities. The reduced fare is in effect 9:30 a.m. to 4 p.m. and 7 p.m. to 6 a.m. on weekdays, and all day on weekends and holidays. Contact the Reduced Fare Office for an application form.

Recreation

The Office of Recreation, New Jersey Department of Community Affairs, promotes the development and expansion of recreation opportunities for all New Jerseyans. The Office provides financial and technical assistance to local park and recreation departments, as well as to private, non-profit agencies, that want to start or expand community recreation programs for people with disabilities.

Recreational Opportunities Grants are a program in which the state awards $5 for every $1 appropriated by the county or municipality. Other programs administered by the Office of Recreation provide support to statewide athletics, in-service training and education to community recreation providers, and information on the availability of accessible recreation possibilities .

Adult Protective Services

Adult Protective Services helps adults who are being abused, neglected or exploited and cannot protect themselves. Trained workers from local programs respond to requests for help by making a personal visit and finding ways to reduce the risk of harm. Every effort is made to maintain people in their own homes.

The New Jersey Department of Community Affairs, through its Division on Aging, has entered into agreements with local public and private agencies in each county to make adult protective services available statewide.

Adult Protective Services are available to New Jersey residents, 18 or older, who are abused, neglected or exploited; who have cognitive or physical disabilities; and who live in their own home or apartment, or with others in private residences in the community.
